What is the European Global Gateway strategy?
[fr]Lancée fin 2021, la stratégie européenne Global Gateway est une initiative de la Commission Européenne lancée sous Présidence française de l’Union européenne.
Son objectif est de contribuer au développement des pays partenaires de l’Union européenne (UE), en premier lieu sur le continent Africain, à travers la mobilisation du secteur privé pour accélérer les transitions numérique, énergétique et écologique dans les pays émergents et en développement.
[en]The European Global Gateway strategy is a European Commission initiative launched under the French Presidency of the Council of the European Union in late 2021.
Its aim is to contribute to the development of EU partner countries, firstly on the African continent, through the engagement of the private sector to speed up the digital, energy and ecological transitions in emerging markets and developing countries.
The Global Gateway strategy aims to raise €300 billion by 2027 to support the financing of high-quality, sustainable infrastructures, which comply with the highest social and environmental standards, in line with the values and norms of the EU.
As announced during the EU-African Union Summit in February 2022, Africa will benefit from half of the financing committed, or €150 billion. The strategy also focuses on the Western Balkans and Ukraine, as well as Asia, Latin America and the Caribbean.
This strategy focuses on 5 priority sectors:
- Digital technology: access to digital infrastructures, a protective regulatory framework, skill building;
- Climate and energy: energy networks, renewables and the management of critical minerals, sustainable agri-food systems, water and sanitation, waste management and the preservation of ecosystems;
- Transport: Rail, road, port and airport networks, logistical centres and multimodal platforms, regulatory convergence and agreements;
- Healthcare: Security of pharmaceutical supply chains and development of local production capacities;
- Education and research: access to quality education, including vocational training, promotion of exchanges and creation of academic and research networks.
European businesses on the front line
The European private sector will play a key role in rendering this strategy operational in the field, through the identification, co-financing and conduct of tangible projects.
A seminar will be held to rally the French private sector around this ambition on 23 March 2023 at the Ministry for Europe and Foreign Affairs, under the auspices of Olivier Becht, Minister Delegate for Foreign Trade, and Chrysoula Zacharapoulou, Minister of State for Development, Francophonie and International Partnerships, in close collaboration with the European Commission.
Several hundred French businesses will be given a comprehensive presentation of the opportunities offered by the Global Gateway strategy, and will be able to speak directly with the sector-based teams of the Commission and with Team Europe, which can support them with these projects.
Involve all actors of Team Europe, in Brussels and in the field
Global Gateway brings together the European Commission, the Member States and their development agencies (AFD Group for France) and the main European donors, such as the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) and the other European development finance institutions (EDFI).
